A MEMORIAL

PROCLAIMING FEBRUARY 20, 2019 "SOIL AND WATER CONSERVATION DISTRICT DAY" IN THE SENATE.

 

     WHEREAS, land, water and other resources are the basic physical assets of New Mexico, and their conservation and development are necessary to protect and promote the health and general welfare of the people of the state; and

     WHEREAS, New Mexico is committed to the 2015 Paris agreement to fight climate change and to reduce greenhouse gas emissions; and

     WHEREAS, soil health must be improved for food production, water security and carbon sequestration; and

     WHEREAS, New Mexico is experiencing a severe drought that is affecting water supplies; and

     WHEREAS, New Mexico watersheds are overgrown with small-diameter timber that is affecting water yield; and

     WHEREAS, New Mexico's forty-seven soil and water conservation districts have applied best management practices to conserve and develop the natural resources of the state for more than seventy-five years by "putting conservation on the ground"; and

     WHEREAS, soil and water conservation districts are organized and perpetuated by the provisions of the Soil and Water Conservation District Act and are governmental subdivisions of the state;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that February 20, 2019 be proclaimed "Soil and Water Conservation District Day" in the senate and that recognition be extended to the people who serve to protect the fragile environment that is crucial to the well-being of the state of New Mexico; and

     BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico association of conservation districts.
