A MEMORIAL
EXPRESSING SUPPORT FOR THE CREATION OF A NATIONAL "GREEN NEW DEAL" TO CREATE DIVERSIFICATION AWAY FROM FOSSIL FUELS AND TO BROADEN NEW MEXICO'S ENERGY HORIZONS.
WHEREAS, fossil fuels are responsible for a significant part of New Mexico's economy; and
WHEREAS, revenue from the fossil fuel industry provides many benefits to New Mexico, including education funding; and
WHEREAS, the world and the United States are moving away from fossil fuel consumption; and
WHEREAS, fossil fuels will become more difficult and expensive to access or will disappear entirely; and
WHEREAS, it is necessary to transition the state's economy away from fossil fuels; and
WHEREAS, such a transition must be just, fair, equitable and ensure support to current workers in the fossil fuel industries; and
WHEREAS, such a transition is an opportunity to create substantial jobs in communities traditionally marginalized or bypassed by economic growth and development; and
WHEREAS, the New Mexico economy would be strengthened by the diversification away from fossil fuels and toward broadening of energy exports; and
WHEREAS, the United States' national security would be enhanced by greater energy independence from foreign producers; and
WHEREAS, New Mexico is positioned to become a leader in solar and wind energy generation; and
WHEREAS, New Mexico could become a net green energy exporter; and
WHEREAS, New Mexico's energy infrastructure would benefit greatly from upgrades to enhance its efficiency and security; and
WHEREAS, New Mexicans could be employed in the new energy economy, as well as in the infrastructure and construction generated by a transition to a greener economy; and
WHEREAS, a "green new deal" has broad bipartisan support among United States voters; and
WHEREAS, a "green new deal" would provide federal funding and support to assist New Mexico in achieving these diverse goals; and
WHEREAS, the people of New Mexico, the United States and the world are under threat from increasingly extreme weather events; and
WHEREAS, a transition to more sustainable, non-fossil- fuel-based energy production is necessary to stave off this threat;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that support be expressed for the creation of a national "green new deal" to create diversification away from fossil fuels and to broaden New Mexico's energy horizons; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor and New Mexico's congressional delegation.
