A MEMORIAL

REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO COORDINATE WITH PUBLIC AND PRIVATE SCHOOLS TO PROVIDE THE DEPARTMENT OF PUBLIC SAFETY WITH A FLOOR PLAN FOR EACH SCHOOL; REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO PROVIDE SCHOOL FLOOR PLANS TO LAW ENFORCEMENT AGENCIES; REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO RECOMMEND ANY NECESSARY LEGISLATION TO PROTECT SCHOOL FLOOR PLANS FROM DISCLOSURE.

     WHEREAS, the safety and security of public and private schools and the children who attend those schools are a priority for communities; and

     WHEREAS, law enforcement officers are an important component of ensuring that schools are safe when security threats occur; and

     WHEREAS, local and state law enforcement officers who have access to school floor plans are better equipped to respond to security threats at those schools;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the secretary of public education be requested to coordinate with each public and private school in the state to provide a copy of each school's floor plan to the department of public safety; and

     BE IT FURTHER RESOLVED that the secretary of public safety be requested to provide each law enforcement agency in the state with copies of the floor plans for those schools within the agency's jurisdiction; and

     BE IT FURTHER RESOLVED that the secretary of public education recommend to the legislature any necessary legislation to protect public and private schools' floor plans from disclosure pursuant to a public records request; and

     BE IT FURTHER RESOLVED that copies of this memorial be

transmitted to the secretary of public education and the secretary of public safety.
