    Your HEALTH & HUMAN SERVICES COMMITTEE, to whom has been referred

SENATE BILL 221, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. Strike all items of Senate Floor Amendment number 1.

     2. Strike all items of Senate Floor Amendment number 2.

     3. Strike Senate Judiciary Committee Amendments 5 through 10.

     4. On page 1, line 14, strike "OFFER" and insert in lieu thereof "CO-PRESCRIBE AN" and strike "PRESCRIPTIONS".

     5. On page 1, between lines 16 and 17, insert the following new section:

     "SECTION 1. Section 24-2D-1 NMSA 1978 (being Laws 1999, Chapter 126, Section 1) is amended to read:

     "24-2D-1. SHORT TITLE.--[This act] Chapter 24, Article 2D NMSA 1978 may be cited as the "Pain Relief Act"."".

     6. Renumber the succeeding sections accordingly.

     7. On page 4, line 10, after "shall", strike the remainder of the line and insert in lieu thereof:

"co-prescribe an opioid antagonist if the amount of opioid analgesic being prescribed is at least a five-day supply. The prescription for the opioid antagonist shall be accompanied by written information regarding the temporary effects of the opioid antagonist and techniques for administering the opioid antagonist. That written information shall contain a warning that a person administering the opioid antagonist should call 911 immediately after administering the opioid antagonist."".

     8. On page 4, strike lines 11 through 18 in their entirety.
