AN ACT
RELATING TO HEALTH; ENACTING A NEW SECTION OF THE PUBLIC HEALTH ACT TO CREATE THE NEUROLOGICAL DISORDERS MONITORING PROGRAM AT THE DEPARTMENT OF HEALTH; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of the Public Health Act is enacted to read:
"[NEW MATERIAL] NEUROLOGICAL DISORDERS MONITORING PROGRAM--DUTIES.--
A. The "neurological disorders monitoring program" is created in the department. The neurological disorders monitoring program is charged with:
(1) defining risks for development of neurological disorders;
(2) collecting data on and identifying trends in the incidence of neurological disorders in the state; and
(3) working in collaboration with the federal centers for disease control and prevention on identifying, preventing and treating neurological disorders in the state. B. The department shall staff the neurological disorders monitoring program with an epidemiologist and such other staff as the department deems necessary."
SECTION 2. APPROPRIATION.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2020 to fund the establishment and administration of the neurological disorders monitoring program in the department of health in accordance with the provisions of Section 1 of this act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2020 shall revert to the general fund.
