    Your AGRICULTURE & WATER RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 581

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 16, after "FEES", insert "; PROVIDING PENALTIES".

     2. On page 8, line 10, after "the", insert "use or".

     3. On page 10, line 4, strike the closing quotation mark.

     4. On page 10, between lines 4 and 5, add the following new subsection:

          "E. Failure to have in a person's immediate possession a harvest certificate, license, permit or other document pursuant to rules adopted under the Hemp Manufacturing Act during transportation of hemp or hemp-derived products shall be a petty misdemeanor, misdemeanor or felony based upon possession of the same amounts of marijuana as identified in Section 30-31-23 NMSA 1978."".,

and thence referred to the STATE GOVERNMENT, ELECTIONS & INDIAN AFFAIRS COMMITTEE.
