AN ACT

RELATING TO MOTOR VEHICLES; PROVIDING FOR A SPECIAL REGISTRATION PLATE TO EXPRESS SUPPORT FOR WILD HORSES; MAKING AN APPROPRIATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. A new section of the Motor Vehicle Code is enacted to read:

     "[NEW MATERIAL] SPECIAL WILD HORSE REGISTRATION PLATE.--

          A. The department shall issue a standardized registration plate with a logo specified in Section 66-3-424 NMSA 1978 to express support for wild horses.

           B. For a fee of forty dollars ($40.00), which is in addition to the regular motor vehicle registration fees, the owner of a motor vehicle may apply for issuance of a special wild horse registration plate. The owner shall apply for and pay the fee each year to retain and renew the special wild horse registration plate.

          C. The revenue from the special wild horse registration plate fee imposed pursuant to Subsection B of this section shall be distributed as follows:

                (1) ten dollars ($10.00) of the fee collected for each registration plate shall be retained by the department and is appropriated to the department for the manufacture and issuance of the special registration plates; and

                (2) thirty dollars ($30.00) of the fee collected for each registration plate shall be appropriated to the tourism department to support tourism related to wild horses."
