 HOUSE BILL 400


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 12, after "THE", insert "MEDIA LITERACY ADVISORY COMMITTEE AND THE".

 

    2. On page 1, line 21, after the period, strike the remainder of the line and strike line 22 in its entirety.


    3. On page 1, line 25, strike ", which" and insert in lieu thereof ". Members shall be culturally, geographically and politically diverse and".


    4. On page 3, line 15, strike "language".


    5. On pages 4 through 6, strike Section 2 in its entirety and insert in lieu thereof the following new sections:


    "SECTION 2. TEMPORARY PROVISION--MEDIA LITERACY ADVISORY COMMITTEE AND PUBLIC EDUCATION DEPARTMENT DUTIES AND RESPONSIBILITIES.--


         A. The media literacy advisory committee shall review the state kindergarten through twelfth grade learning standards for educational technology that align with definitions of media literacy, national standards and state education standards in all subjects. The public education department shall consult with the committee in reviewing the recommendations to change the state kindergarten through twelfth grade learning standards for educational technology that align with definitions of media literacy, national standards and state education standards in all subjects.


         B. The media literacy advisory committee shall review rules and policies pertaining to media literacy, including electronic resources and internet safety. The public education department shall consult with the committee when reviewing rules and policies pertaining to media literacy, including electronic resources and internet safety.


         C. The media literacy advisory committee shall develop recommendations for professional development guidelines for teachers, including librarians, focused on integrating media literacy education across all grades and content areas. The public education department shall consult with the committee regarding the adoption of professional development guidelines that align with the department's standards and benchmarks.


         D. The media literacy advisory committee shall develop a survey for school administrators, teachers, librarians and educational technologists to determine how media literacy education is integrated in public school curricula. Upon approval of the committee's recommended survey, the public education department shall conduct the survey and use the survey information in consultation with the committee to determine how to increase access to media literacy education across all grades and content areas in public schools.


         E. The public education department shall report to the legislative education study committee by September 1, 2020 on the department's and media literacy advisory committee's progress and deliver its final report to the governor and the legislative education study committee no later than November 1, 2020.


         F. As used in Sections 1 and 2 of this 2019 act, "media literacy" means the ability to access, analyze, evaluate, create and communicate with media and digital products.


    SECTION 3. DELAYED REPEAL.--Sections 1 and 2 of this act are repealed effective December 1, 2020.".
