Mr. Speaker:

 

    Your EDUCATION COMMITTEE, to whom has been referred

 

HOUSE BILL 394

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 2, line 12, after "teachers", insert ", school principals and assistant school principals".

 

     2. On page 2, line 13, strike "two days" and insert in lieu thereof "ten hours".

 

     3. On page 2, line 15, before the period, insert "; provided that the ten hours shall not be considered additional professional development, but as part of the regular professional development plan for teachers and school principals".

 

     4. On page 2, line 24 through page 3, line 2, strike Subsection A in its entirety and on page 3, line 3, strike the subsection designation "B.".

 

     5. On page 3, between lines 5 and 6, insert the following new section:

 

     "SECTION 3. TEMPORARY PROVISION--TEACHING ENGLISH TO SPEAKERS OF OTHER LANGUAGES WORKING GROUP.--

 

          A. The secretary of public education shall convene a working group to:

 

                (1) develop criteria for evaluating bilingual multicultural and teaching English to speakers of other languages professional development courses for content and quality before the public education department approves them; and

 

                (2) review and update the teaching English to speakers of other languages endorsement rules, including course requirements, competencies and the required test.

 

          B. The secretary of public education shall name members to the working group, to include:

 

                (1) New Mexico public universities' colleges of education faculty who teach teaching English to speakers of other languages courses for teacher licensure endorsement;

 

                (2) endorsed teachers in elementary and secondary schools;

 

                (3) members of the state bilingual advisory council, Indian education advisory council and Hispanic education advisory council;

 

                (4) other experts in language acquisition, culture and language and teaching English to speakers of other languages; and

 

                (5) the assistant secretary who oversees the public education department's bilingual multicultural program, who shall serve as chairperson.".
