A MEMORIAL
REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO CONVENE A TASK FORCE TO STUDY THE FEASIBILITY OF A REDUCTION IN PAPERWORK REQUIRED OF EDUCATION EMPLOYEES, MODIFICATIONS TO NEW MEXICO ADMINISTRATIVE CODE RULES TO REDUCE THE PAPERWORK REQUIRED OF EDUCATION EMPLOYEES AND A MORATORIUM ON UNFUNDED MANDATES IN SCHOOLS.
WHEREAS, increased paperwork results in less time that educators can devote to students and parents; and
WHEREAS, time away from teaching becomes a disincentive for teachers to stay in the field; and
WHEREAS, unfunded mandates force school districts to implement new programs or activities without providing the necessary financial resources; and
WHEREAS, unfunded mandates cause school districts to stretch limited staff resources and to cut the budgets of other important learning programs;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the public education department be requested to convene a task force to study the feasibility of a reduction in paperwork required of education employees and to consider modifications to rules issued by the department to reduce the paperwork required of education employees; and
BE IT FURTHER RESOLVED that the task force study the feasibility of a moratorium on unfunded mandates; and
BE IT FURTHER RESOLVED that the task force be composed of representatives of the office of the governor, the public education department, the New Mexico school boards association and the legislative education study committee; and
BE IT FURTHER RESOLVED that the task force report its findings and recommendations to the legislative education study committee and the legislative finance committee by October 1, 2018; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of public education, the chair of the legislative education study committee, the chair of the legislative finance committee and the president of the board of directors of the New Mexico school boards association.
