A MEMORIAL

RECOGNIZING AND HONORING FORMER MAYORS OF THE CITY OF SANTA ROSA, ELFEGO ALBERT "FRIGGIE" CAMPOS, ELEUTERIO "LAUTE" MIGUEL LUCERO AND JOSE ALCARIO MARTINEZ, A GENERATION OF GUADALUPE COUNTY LEADERS.

 

     WHEREAS, Elfego Albert "Friggie" Campos, Eleuterio "Laute" Miguel Lucero and Jose Alcario Martinez are highly esteemed former mayors of Santa Rosa, New Mexico, all from Guadalupe county and all of whom died in 2017; and

     WHEREAS, Elfego Albert "Friggie" Campos was a unique kind of servant leader who made sure the highest needs of others were met; and

     WHEREAS, Elfego instilled a strong work ethic and integrity in others; and

     WHEREAS, Elfego had a thirty-five-year restaurant career and started La Fiesta cafe with his uncle, Jose Campos, Sr., as well as Lettie's restaurant, named after his daughter, and the Adobe restaurant; and

     WHEREAS, Elfego served as a medic during the Korean conflict; and

     WHEREAS, as a city councilor and mayor of Santa Rosa, Elfego wanted the city always to thrive and wanted the credit for progress to belong to the residents; and

     WHEREAS, Elfego undertook projects and served on committees that would benefit the community, such as attracting the travel centers of America and the Santa Rosa apartments, improving the San Jose cemetery and providing oversight as a member of the Santa Rosa de Lima Catholic church parish council; and

     WHEREAS, through his actions, Elfego taught his family and others about ethical responsive government, working with honesty and integrity, giving back to the community and paying it forward; and

     WHEREAS, Eleuterio "Laute" Miguel Lucero, a lifelong Democrat, came from a respected political family, and Laute's stepfather, Joe Baca, was the grandson of the founder of Santa Rosa, New Mexico; and

     WHEREAS, Laute served in World War II and returned to Santa Rosa after the war to embark on a long business and service career; and

     WHEREAS, Laute served as post commander of the local American legion, as a city councilman and as mayor of Santa Rosa for several terms, and he was always ready and willing when any call for assistance came; and

     WHEREAS, Laute and his wife, Florence, started their careers in the clothing business with Lee's in Santa Rosa in 1948, and they moved to Santa Fe when Lee's opened a store there and, in 1955, returned to Santa Rosa and purchased Town and Country clothes; and

     WHEREAS, the Luceros closed Town and Country clothes in 2002 and began enjoying a well-earned retirement; and

     WHEREAS, Jose Alcario Martinez, known by Alcario, came from a long line of distinguished public servants, and his grandfather, Salomé, was one of the four delegates from Guadalupe county to the constitutional convention of 1910; and

     WHEREAS, after serving in the military in World War II, Alcario returned to New Mexico and began a long and distinguished career in education with the Santa Rosa consolidated school district, and he retired in June 1984 after a career that spanned four decades; and

     WHEREAS, Alcario was also involved in politics and served on the Santa Rosa, New Mexico, city council and as mayor of Santa Rosa; and

     WHEREAS, Alcario was always very active in his hometown of La Pintada and was a living history of the entire area; and

     WHEREAS, Elfego Albert "Friggie" Campos, Eleuterio "Laute" Miguel Lucero and Jose Alcario Martinez exemplify public servants of the highest level and were recognized for their community involvement during their lifetimes;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that former mayors Elfego Albert "Friggie" Campos, Eleuterio "Laute" Miguel Lucero and Jose Alcario Martinez be honored and recognized for their lives of public service; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the families of Elfego Albert "Friggie" Campos, Eleuterio "Laute" Miguel Lucero and Jose Alcario Martinez.
