A JOINT MEMORIAL
REQUESTING THE DEPARTMENT OF HEALTH TO CONDUCT A STUDY OF THE EFFICACY OF NAPRAPATHIC MEDICINE IN ACUTE AND CHRONIC PAIN MANAGEMENT.
WHEREAS, naprapathic medicine has been practiced for over one hundred years to treat pain; and
WHEREAS, naprapaths are connective tissue specialists who use a hands-on approach to treat ligaments, tendons and fascia to facilitate spinal alignment without the use of drugs; and
WHEREAS, traditional modalities to treat pain may not always provide relief to individuals living with acute and chronic pain; and
WHEREAS, there is currently an epidemic of opioid dependence in New Mexico and nationwide arising from the use and misuse of opioids to treat acute and chronic pain; and
WHEREAS, the opioid dependence epidemic has cost the state and nation many thousands of lives, compelling the search for alternatives to prescription and illicit drug use to treat acute and chronic pain; and
WHEREAS, peer-reviewed research, published in The Clinical Journal of Pain, has demonstrated that naprapathy is clinically effective in treating back and neck pain; and
WHEREAS, naprapathic medicine presents opportunities for patients to live free from pain or with reduced pain and free from the threat of dependence on dangerously addictive substances; and
WHEREAS, it is important to provide individuals suffering from acute and chronic pain with every avenue available that can provide relief from their pain; and
WHEREAS, for many years, many New Mexicans have been experiencing pain relief through naprapathic medicine;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the department of health be requested to conduct a study, in cooperation with the southwest university of naprapathic medicine, of the benefits of naprapathic medicine in acute and chronic pain management; and
BE IT FURTHER RESOLVED that the department of health be requested to present its study to the legislative health and human services committee on or before December 1, 2018; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of health, the chair and vice chair of the legislative health and human services committee and the president of the southwest university of naprapathic medicine.
