A JOINT RESOLUTION
PROPOSING AN AMENDMENT TO ARTICLE 7 OF THE CONSTITUTION OF NEW MEXICO TO REQUIRE THE STATE TO ENTER INTO A COMPACT WITH OTHER STATES TO AGREE TO PLEDGE THEIR ELECTORAL COLLEGE DELEGATES TO THE PRESIDENTIAL CANDIDATE WHO WINS THE NATIONAL POPULAR VOTE.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. It is proposed to amend Article 7 of the constitution of New Mexico by adding a new section to read:
"The state shall enter into a compact with other states to agree to pledge their electoral college delegates to the presidential candidate who wins the national popular vote; provided that such compact will not become effective until enough states join the compact such that the number of electoral college delegates from member states totals more than two hundred seventy; and provided further that such compact will terminate if the electoral college is abolished."
SECTION 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date that may be called for that purpose.
