A MEMORIAL
REQUESTING BUSINESS GROUPS TO RECOMMEND LEGISLATION TO MAKE DOING BUSINESS IN NEW MEXICO EASIER AND TO ENCOURAGE BUSINESS GROWTH.
WHEREAS, entrepreneurship and homegrown businesses improve standards of living in communities, create jobs, generate wealth, stimulate the growth of related businesses and make communities places where people want to live; and
WHEREAS, to have a full impact on the economic health of the state, businesses need to have reasons to stay in New Mexico while they develop and grow, to have access to the resources and capital that are necessary for economic development and to be supported, not hindered, by the laws of the state; and
WHEREAS, in order for New Mexico to tap into its economic potential, it is imperative that New Mexico's laws make doing business easy for New Mexico-grown businesses and support business growth; and
WHEREAS, members of the legislature are concerned about the health of the economy, the success of small businesses and the creation of jobs and are always open to hearing recommendations to improve the state's economy; and
WHEREAS, business groups and members have on-the-ground experience with the laws that support their businesses and the laws that do not, and they have ideas about how the state could foster a more competitive and diverse economy and about how the legislature can act to assist homegrown industries as they grow;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that business groups representing the state, regions and localities throughout the state and special-interest businesses be requested to develop and recommend statutory changes that will make doing business in New Mexico easier for New Mexico-owned businesses and encourage business growth; and
BE IT FURTHER RESOLVED that representatives from the New Mexico association of commerce and industry, the New Mexico councils of governments, chambers of commerce throughout the state, the economic development department and other groups representing the child care, energy and hospitality industries be requested to develop and recommend the statutory changes; and
BE IT FURTHER RESOLVED that the representatives of the business groups collectively convene one or more discussion forums for the purpose of unifying their recommendations; and
BE IT FURTHER RESOLVED that the business groups be requested to report their unified legislative recommendations to the appropriate interim legislative committee by November 2017; and
BE IT FURTHER RESOLVED that copies of this memorial be electronically transmitted to the president of the New Mexico association of commerce and industry, the executive director of each New Mexico council of governments, the chair of each chamber of commerce in New Mexico, the secretary of economic development and the co-chairs of the New Mexico legislative council.
