    1. On page 1, line 13, strike "; DECLARING AN EMERGENCY".

    2. On page 9, strike lines 3 through 6 and insert in lieu thereof:

    "SECTION 6. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2018.".,

and thence referred to the FINANCE COMMITTEE.
