    Your JUDICIARY COMMITTEE, to whom has been referred

SENATE JUDICIARY COMMITTEE SUBSTITUTE FOR

SENATE BILL 96, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 14, line 25, after "C.", insert a closing bracket, insert the subsection designation "D." and remove the line-through.

     2. On page 15, lines 1 through 11, remove the line-through and on line 11, remove the closing bracket.

     3. On page 25, line 18, strike "person" and insert in lieu thereof "candidate", and strike "contribute" and insert in lieu thereof "accept a contribution of".

     4. On page 25, line 19, before the period, insert "from any one contributor".

     5. On page 29, line 19, before the period, insert:

"; provided that a person may make a contribution attributable to the general election cycle during the primary election cycle even though the person has contributed the maximum amount allowed for the primary election cycle if that contribution is not used to pay for any expenditure related to the primary election and, if the candidate is not on the general election ballot, all contributions made to the candidate for the general election are returned to the persons who made such contributions to the candidate's campaign or deposited in the public election fund".
