Mr. President:

    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

 HOUSE HEALTH AND HUMAN SERVICES COMMITTEE SUBSTITUTE FOR HOUSE BILL 527, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike all items of House Floor Amendment number 1.

    2. On page 1, line 20, after "INTERVENTION", strike the remainder of the line, strike line 21 and strike line 22 up to the semicolon.

    3. On page 6, line 15, strike "courier,".

    4. On page 7, between lines 5 and 6, insert the following new subsection:

         "G. "census" means a total number of currently enrolled qualified patients;".

    5. Reletter the succeeding subsection accordingly.

    6. On page 7, strike lines 14 through 18 in their entirety.

    7. On page 8, line 23, strike "or".

    8. On page 8, between lines 23 and 24, insert the following new paragraph:

             "(22) opioid use disorder, for which the applicant or qualified patient is currently undergoing treatment for the applicant's or qualified patient's condition; or".

    9. Renumber the succeeding paragraph accordingly.

    10. On page 9, strike lines 10 through 13 in their entirety.

    11. Reletter the succeeding subsections accordingly.

    12. On page 10, line 14, strike "one year" and insert in lieu thereof "two years".

    13. On page 17, lines 13 through 21, strike Subsection H in its entirety and insert in lieu thereof the following new subsection:

         "H. The department shall promulgate rules to provide for reciprocity to enable nonresidents who qualify as medical cannabis patients in another state to participate in the medical cannabis program established pursuant to the Lynn and Erin Compassionate Use Act.".

    14. On page 19, strike Section 8 in its entirety.

    15. Renumber the succeeding section accordingly.,

and thence referred to the JUDICIARY COMMITTEE.
