Mr. Speaker:

    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE BILL 451

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, lines 11 and 12, strike "DEFINITIONS OF "SCHOOL-AGE PERSON" AND" and insert in lieu thereof "DEFINITION OF".

    2. On page 1, line 16, after the semicolon, strike the remainder of the line and insert in lieu thereof "ALLOWING USE OF".

    3. On pages 1 through 10, strike Sections 1 through 3 in their entirety.

    4. Renumber the succeeding sections accordingly.

    5. On page 10, line 14, after "voluntary", insert "public".

    6. On page 10, between lines 20 and 21, insert the following new section:

    "SECTION 3. A new section of the Community Schools Act is enacted to read:

    "[NEW MATERIAL] DEFINITION.--As used in the Community Schools Act, "elementary school" may include pre-kindergarten and early childhood services."".

    7. Renumber the succeeding sections accordingly.

    8. On page 11, line 10, remove the brackets and line-through.

    9. On page 11, line 11, strike the semicolon and insert in lieu thereof a period.

    10. On page 11, strike lines 12 through 17 and insert in lieu thereof:

         "C. The provision of public pre-kindergarten funded through the Pre-Kindergarten Act and other state- and federally funded early childhood education programs, including programs funded by Title 1 funds, are essential components of a community schools initiative.".

    11. Reletter the succeeding subsection accordingly.

    12. On page 12, line 24, after "(1)", insert "for elementary schools,".

    13. On page 18, strike lines 15 and 16 and insert in lieu thereof:

         "G. A school district or public school may use Title 1 funds for its community schools initiative, and the department may use Title 1 funds to invest in community schools".

    14. On page 19, line 16, after "public", insert "elementary".

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
