has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 3, line 21, strike "open to the public and".

     2. On page 3, strike lines 23 and 24 in their entirety and insert in lieu thereof "fees paid by the participants do not exceed the costs for transportation, including gas and other trip-related expenses;".
