    Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE BILL 5

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, lines 11 through 17, strike "CHANGING PURPOSES AND AUTHORIZATIONS FOR THE EXPENDITURE OF SEVERANCE TAX BOND PROCEEDS; VOIDING AUTHORIZATIONS FOR THE ISSUANCE OF SEVERANCE TAX BONDS FOR CERTAIN CAPITAL PROJECTS; SUSPENDING A PORTION OF THE SEVERANCE TAX BONDING CAPACITY ALLOCATIONS FOR WATER, TRIBAL AND COLONIAS INFRASTRUCTURE PROJECTS; REQUIRING THE ISSUANCE OF SEVERANCE TAX BONDS;".

     2. On page 1, line 24, through page 28, line 14, strike Sections 1 and 2 in their entirety.

     3. On page 28, line 22, through page 35, line 22, strike Sections 4 through 7 in their entirety.

     4. On page 36, line 24, strike "9" and insert in lieu thereof "3".

     5. On page 37, line 20, through page 38, line 7, strike Sections 10 and 11 in their entirety.

     6. Renumber sections to correspond with these amendments.
