    1. On page 3, strike lines 1 through 5 in their entirety and insert in lieu thereof:

    "WHEREAS, national public lands are generally managed under a multiple-use mandate and certain local economies, businesses and individuals are economically dependent on those lands, and, therefore, changes to land management practices require collaborative local stakeholder input;".
