A JOINT MEMORIAL

URGING SCHOOL DISTRICTS AND CHARTER SCHOOLS TO FULLY IMPLEMENT STATUTORY REQUIREMENTS BY PROVIDING CAREER AND TECHNICAL EDUCATION COURSES TO STUDENTS IN GRADES FOUR THROUGH TWELVE.

     WHEREAS, career and technical education provides learning opportunities for students through skill-acquisition and project-based instruction; and

     WHEREAS, student engagement may be fostered by providing opportunities to learn technical skills and engage in applied learning projects; and

     WHEREAS, existing pathways for student engagement should be enthusiastically embraced and fully implemented; and

     WHEREAS, Subsection F of Section 22-13-1 NMSA 1978 requires that students in grades four through eight be offered career and technical education electives in public school; and

     WHEREAS, Paragraph (7) of Subsection J of Section 22-13-1.1 NMSA 1978 requires public high schools to offer career and technical education courses as electives;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that every school district and charter school serving students in any of grades four through twelve be requested to provide career and technical education courses to their students; and

     BE IT FURTHER RESOLVED that every school district and charter school serving students in any of grades four through twelve be requested to report to the public education department at the end of each semester about its implementation of Subsection F of Section 22-13-1 NMSA 1978 or Paragraph (7) of Subsection J of Section 22-13-1.1 NMSA 1978, including listing the career and technical education courses offered that semester and the number of students in each grade taking career and technical education courses; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of public education, the legislative finance committee and the legislative education study committee.
