    1. On page 2, line 1, after "agencies", insert "and other sources".

    2. On page 2, lines 2 and 3, strike "on lands that the federal government or other state agencies own or manage".

    3. On page 2, line 3, strike "Expenditures" and insert in lieu thereof "Subject to legislative appropriation, expenditures".
