Mr. President:

    Your CORPORATIONS AND TRANSPORTATION COMMITTEE, to whom has been referred

SENATE BILL 34

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 11, after "A", insert "TEMPORARY".

    2. On page 1, line 13, before "CARBON", insert "ANTHROPOGENIC".

    3. On page 1, between lines 21 and 22, insert:

         "A. "anthropogenic carbon dioxide" means carbon dioxide captured from an industrial source, which would otherwise be released into the atmosphere as industrial emission of greenhouse gas;".

    4. Reletter the succeeding subsections accordingly.

    5. On page 7, line 10, after the paragraph designation "(3)", insert "except as provided in Paragraph (4) of this subsection,".

    6. On page 7, lines 12 through 14, strike the underscored language.

    7. On page 7, line 23, after the paragraph designation "(4)", insert "beginning on July 1, 2016 and before July 1, 2026,".

    8. On page 8, line 1, strike "application of" and insert in lieu thereof "injection of anthropogenic".

    9. On page 8, lines 2 and 3, strike "one and seven-eighths percent" and insert in lieu thereof "the following percentages".

    10. On page 8, line 9, strike the semicolon and insert in lieu thereof a colon.

    11. On page 8, between lines 9 and 10, insert:

                  "(a) two and three-fourths percent if twenty-five to fifty percent of the total amount of carbon dioxide injected during the taxable period consists of anthropogenic carbon dioxide; and

                  (b) one and three-fourths percent if more than fifty percent of the total amount of carbon dioxide injected during the taxable period consists of anthropogenic carbon dioxide;".

    12. On pages 11 and 12, strike Section 3 in its entirety.,

and thence referred to the FINANCE COMMITTEE.
