HOUSE BILL 307

has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:

     1. On page 4, lines 9 through 11, strike Paragraph (4) in its entirety.

     2. Renumber the succeeding paragraphs accordingly.

     3. On page 5, line 7, after the period, insert "The council shall consider such requests for inclusion in the plan.".

     4. On page 5, lines 8 through 14, strike Subsection C in its entirety.

     5. Reletter the succeeding subsections accordingly.

     6. On page 5, strike lines 21 through 24 and insert in lieu thereof the following:

          "D. Capital projects that are planned and prioritized for funding through a separate statutory process are exempt from committee review, although they shall be included in the statewide capital improvements plan. Exempt projects include:".

     7. On page 7, line 9, strike "and".

     8. On page 7, line 14, strike the period and insert in lieu thereof "; and" and between lines 14 and 15, insert the following:

          "F. "statewide capital improvements plan" means the multi-year plan developed by the council that includes state and local capital outlay projects submitted by state agencies and local governments in their infrastructure capital improvement plans or projects recommended by legislators and that prioritizes projects for funding for a particular year using the objective criteria established by the capital outlay oversight committee.".

     9. On page 7, line 18, strike "thirteen" and insert in lieu thereof "seventeen".

     10. On page 8, line 4, strike "four" and insert in lieu thereof "six" and strike "two" and insert in lieu thereof "three".

     11. On page 8, line 15, strike "and" and on line 18, strike "and".

     12. On page 8, between lines 18 and 19, insert the following:

                     "(e) one member who represents organized labor; and

                     (f) one member who represents the business community; and".

     13. On page 8, line 19, strike "four" and insert in lieu thereof "six" and strike "two" and insert in lieu thereof "three".

     14. On page 9, line 2, strike "contraction" and insert in lieu thereof "contracting".

     15. On page 9, line 3, strike "and".

     16. On page 9, line 6, strike the period and insert in lieu thereof a semicolon.

     17. On page 9, between lines 6 and 7, insert the following:

                     "(e) one member who represents organized labor; and

                     (f) one member who represents the business community.".

     18. On page 20, between lines 10 and 11, insert the following new section:

     "SECTION 12. TEMPORARY PROVISION--PLAN IMPLEMENTATION.--The capital projects planning council and the capital planning and assistance division of the department of finance and administration shall begin developing the statewide capital improvements plan on the effective date of this act with the assistance of the legislative capital outlay oversight committee. The plan and the councils' recommendations for capital outlay funding shall be presented to the committee by November 1, 2017 for the second session of the fifty-third legislature.".

     19. Renumber the succeeding section accordingly.

     20. On page 20, between lines 12 and 13, insert the following new section:

     "SECTION 14. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2016.".,

and thence referred to the WAYS AND MEANS COMMITTEE.
