AN ACT
RELATING TO HEALTH; PROVIDING FOR HEALTH-RELATED APPLIED RESEARCH, POLICY ANALYSIS AND PROGRAM EVALUATION AT THE INSTITUTE FOR POLICY, EVALUATION AND APPLIED RESEARCH OF THE UNIVERSITY OF NEW MEXICO; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. [NEW MATERIAL] HEALTH-RELATED APPLIED RESEARCH, POLICY ANALYSIS AND PROGRAM EVALUATION--INSTITUTE FOR POLICY, EVALUATION AND APPLIED RESEARCH--UNIVERSITY OF NEW MEXICO.--The board of regents of the university of New Mexico shall charge the institute for policy, evaluation and applied research of the university of New Mexico with health-related applied research, policy analysis and program evaluation in accordance with this section. The institute for policy, evaluation and applied research shall:
A. respond to requests by the executive and legislative branches of state government;
B. obtain and evaluate information from a broad spectrum of New Mexico's society to develop and monitor the implementation of the state's health policy, identifying and evaluating the best practices and strategies for improving the health status of New Mexicans;
C. evaluate population health, including the prevalence, costs and impact of chronic diseases;
D. conduct evaluations of health-related programs statewide and report its recommendations to the executive and legislative branches of state government;
E. provide information and analysis on health issues; and
F. by February 1 of each year, provide a list of current health research matters for the legislative health and human services committee to consider when devising its annual work plan and an estimate of the cost and time that any research conducted pursuant to the work plan would entail.
SECTION 2. APPROPRIATION.--Nine hundred thousand dollars ($900,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2017 to fund health-related applied research, policy analysis and program evaluation and for the hiring of staff to carry out research, analysis and program evaluation at the institute for policy, evaluation and applied research of the university of New Mexico on behalf of state executive and legislative agencies. Any unexpended or unencumbered balance remaining at the end of fiscal year 2017 shall revert to the general fund.
