has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, lines 2 and 3, strike "liable for a claim for reimbursement associated with" and insert in lieu thereof "required to pay for costs associated with the purchase or use of".

     2. On page 5, lines 17 and 18, strike "liable for a claim for reimbursement associated with" and insert in lieu thereof "required to pay for costs associated with the purchase or use of".
