A JOINT RESOLUTION

PROPOSING TO AMEND ARTICLE 5 OF THE CONSTITUTION OF NEW MEXICO BY REPEALING SECTION 9 AND ADDING A NEW SECTION 9 THAT MODERNIZES THE WAY THE STATE ACCOUNTS FOR FUNDS AND RECONCILES CASH ACCOUNTS AND REPORTS TO THE GOVERNOR AND THE LEGISLATURE ON THE CONDITION OF THE STATE BUDGET.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. It is proposed to amend Article 5 of the constitution of New Mexico by repealing Section 9 and adding a new Section 9 to read:

     "The state treasurer and the executive financial control agency shall reconcile all of the state's cash accounts each day and shall provide periodic reports as provided by law to the governor and the legislature on the condition of the state budget."

     SECTION 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date that may be called for that purpose.
