A CONCURRENT RESOLUTION
ADOPTING A JOINT RULE TO ESTABLISH A WEB-BASED PORTAL THROUGH WHICH THE PUBLIC CAN COMMENT ON PENDING LEGISLATION.
WHEREAS, Legislative Joint Rule 8-1 provides for the adoption, amendment or repeal of joint rules by concurrent resolution approved by two-thirds of the membership of each house;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE CONCURRING THEREIN, that the following new proposed Joint Rule be adopted to read:
"WEB-BASED PORTAL FOR PUBLIC COMMENT
A. Effective with the second session of the fifty-second legislature, the legislative council service shall develop and maintain a system by which members of the public, through an internet-based portal, may submit written comments on specific pieces of legislation or subjects under consideration by the legislature at a legislative session. The portal shall allow members of the public to submit comments and attachments of a reasonable length and nature, as determined by the director of the legislative council service in consultation with the speaker of the house of representatives and the president pro tempore of the senate. The portal shall allow legislators and members of the public to access, read and download the submitted comments. The portal shall allow legislators and members of the public to sort comments by legislation number, subject and similar criteria.
B. The legislative council service shall keep public comments on file through thirty days after the relevant session.".
