AN ACT
RELATING TO RULEMAKING; IMPOSING FORMATTING REQUIREMENTS FOR PUBLICIZED PROPOSED AMENDMENTS TO STATE RULES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of the State Rules Act is enacted to read:
"[NEW MATERIAL] RULE AMENDMENTS--PUBLICATION FORMAT.--
A. In all of its publicized notices of a proposed amendment to a rule, an agency shall set out in full the section proposed to be amended and shall set forth text that is proposed to be:
(1) deleted, with brackets and a line-through; and
(2) inserted, with an underscore and directly following the text that it would replace if it would replace deleted text.
B. As used in this section, "section" means the text subdivided at the fourth level in the New Mexico Administrative Code scheme."
