Your JUDICIARY COMMITTEE, to whom has been referred
SENATE BILL 319
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 11, strike "EXTRACTION" and insert in lieu thereof "POST-EXPLORATION" and on line 12, after "OR", insert "THE EXTRACTIVE PHASE OF".
2. On page 1, line 14, after the second occurrence of "A", strike the remainder of the line, strike lines 15 through 18 in their entirety and insert in lieu thereof "COMPLAINT REGARDING THE AUTHORIZATION TO ISSUE A BOND FOR A PROJECT TO BE FILED FOR A PROPOSED ORDINANCE TO AUTHORIZE THE BONDS; REQUIRING THE STATE BOARD OF FINANCE TO CONDUCT A HEARING AND MAKE A DETERMINATION WITHIN SIXTY DAYS AFTER THE COMPLAINT IS FILED AS TO WHETHER THE BOND IN CONNECTION WITH THE PROJECT FOR WHICH THE COMPLAINT IS FILED MAY BE ISSUED.".
3. On page 3, strike lines 7 through 9 in their entirety and insert in lieu thereof:
"(2) an industry for the post-exploration phase of mining or the extractive phase of energy development, including refining, treating and processing;".
4. On page 4, line 24, strike "at a" and insert in lieu thereof "within fifteen days of the".
5. On page 5, lines 10 through 12, strike the semicolon and the underscored language and insert in lieu thereof ". The state board of finance shall conduct a hearing and make the determination within sixty days after the complaint is filed".,
and thence referred to the FINANCE COMMITTEE.
