AN ACT
MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO FUND AN ONGOING DEMONSTRATION PROJECT TO IMPROVE THE QUALITY OF EARLY CHILDHOOD EDUCATION THROUGH CHILD CARE TEACHER RETENTION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. APPROPRIATION.--Four hundred thousand dollars ($400,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2016 to fund an ongoing demonstration project to increase the quality of early childhood education for children from birth to five years of age by providing incentives to increase retention of child care teachers who have completed early childhood education requirements as specified in department rules. The department shall contract for operation of the demonstration project through a nonprofit entity or entities to implement and manage the demonstration project in compliance with the Procurement Code. Any unexpended or unencumbered balance remaining at the end of fiscal year 2016 shall revert to the general fund.
