Your TRANSPORTATION AND PUBLIC WORKS COMMITTEE, to whom has been referred
HOUSE BILL 447
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 19, strike "11" and insert in lieu thereof
"10".
2. On pages 1 and 2, strike Section 2 in its entirety and renumber the succeeding sections accordingly.
3. On page 4, line 11, strike "finance services, maintenance services,".
4. On page 4, line 19, strike "finance services, maintenance services,".
5. On page 6, strike lines 9 and 10 and lines 18 through 20 in their entirety and reletter the succeeding subsections accordingly.
6. On page 8, line 14, strike the closing quotation mark.
7. On page 8, between lines 14 and 15, insert the following new subsection to read:
"C. The design-bid-build delivery method is the preferred and primary project procurement delivery method for the department's transportation program and shall be used for highway program project procurement, unless the department determines that an alternative project delivery method is appropriate and in the best interests of the state for a specific project. The department shall strive to include outside stakeholders, including stakeholders from within the industry, who are familiar with, and engaged in, the classification of work to be performed in the development of policies and procedures implementing the Transportation Procurement Act."".
8. On page 14, line 6, strike the closing quotation mark.
9. On page 14, between lines 6 and 7, insert the following new subsection to read:
"C.
