    Your JUDICIARY COMMITTEE, to whom has been referred

HOUSE BILL 222

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, between lines 16 and 17, insert the following new subsection:

          "B. "certified peer worker" means a person who:

                (1) is eighteen years of age or older;

                (2) has a high school diploma or high school equivalency credential;

                (3) is self-identified as a current or former consumer of mental health or substance abuse services;

                (4) has at least two years of mental health or substance abuse recovery; and

                (5) is certified by the state as a peer worker;".

     2. Reletter the succeeding subsections accordingly.

     3. On page 3, strike lines 8 and 9 in their entirety.

     4. Reletter the succeeding subsections accordingly.

     5. On page 4, line 2, after "person", insert "with a mental disorder or illness".

     6. On page 4, line 2, strike "suffer" and insert in lieu thereof "experience".

     7. On page 4, line 6, strike "thirty" and insert in lieu thereof "ninety".

     8. On page 4, line 22, strike "peers" and insert in lieu thereof "certified peer workers".

     9. On page 5, line 2, strike "peer who lives with a mental disorder or illness" and insert in lieu thereof "certified peer worker".

     10. On page 6, line 20, after "shall", strike the remainder of the line, strike line 21 in its entirety and insert in lieu thereof "not use or disclose protected health information of persons it serves except as provided by Section 43-1-19 NMSA 1978 and in accordance with state and federal health care privacy laws.".

     11. On page 6, line 24, strike "January 1, 2016" and insert in lieu thereof "September 1, 2015".

     12. On page 8, line 6, strike "June 30" and insert in lieu thereof "January 1".

     14. On page 9, strike line 8 in its entirety and insert in lieu thereof:

                "(6) a person living with a mental disorder or illness; and

                (7) a family member of a person living with a mental disorder or illness.".
