A JOINT RESOLUTION
PROPOSING AN AMENDMENT TO ARTICLE 10 OF THE CONSTITUTION OF NEW MEXICO TO REQUIRE PROFESSIONAL QUALIFICATIONS AND CONTINUING EDUCATION REQUIREMENTS FOR COUNTY TREASURERS.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. It is proposed to amend Article 10 of the constitution of New Mexico by adding a new section to read:
"The legislature shall provide by law investment, finance, banking or other relevant qualifications and continuing education requirements for county treasurers. The qualifications and requirements to be provided by this 2014 amendment shall apply to county treasurers elected at the general election in 2016 and subsequent elections and to county treasurers appointed to fill a vacancy at any time after July 1, 2015."
SECTION 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date that may be called for that purpose.
