A JOINT RESOLUTION
PROPOSING TO AMEND ARTICLE 12, SECTION 1 OF THE CONSTITUTION OF NEW MEXICO TO PROVIDE FOR THE SUFFICIENT EDUCATION OF PUBLIC SCHOOL STUDENTS BY GRADUALLY LIMITING CLASS SIZES IN PUBLIC SCHOOLS BY THE 2020-2021 SCHOOL YEAR.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. It is proposed to amend Article 12, Section 1 of the constitution of New Mexico to read:
"A uniform system of free public schools sufficient for the education of, and open to, all the children of school age in the state shall be established and maintained. To provide a sufficient education, the legislature shall enact a graduated plan to ensure that, by the 2020-2021 school year, public classroom sizes for each grade and each subject, excluding music, band, elective and extracurricular classes, shall not exceed:
A. for kindergarten through grade three, eighteen students per class;
B. for grades four through eight, twenty-two students per class; and
C. for grades nine through twelve, twenty-five students per class."
SECTION 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date that may be called for that purpose.
