AN ACT
RELATING TO FINANCE; AUTHORIZING THE NEW MEXICO FINANCE AUTHORITY TO MAKE LOANS OR GRANTS FROM THE WATER PROJECT FUND FOR CERTAIN WATER PROJECTS; AUTHORIZING THE NEW MEXICO FINANCE AUTHORITY TO MAKE GRANTS FROM THE ACEQUIA PROJECT FUND FOR CERTAIN ACEQUIA PROJECTS; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. AUTHORIZATION OF QUALIFYING WATER PROJECTS.--Pursuant to the provisions of Section 72-4A-9 NMSA 1978, the legislature authorizes the New Mexico finance authority to make loans or grants from the water project fund to the following qualified entities for the following qualifying water projects on terms and conditions established by the water trust board and the New Mexico finance authority:
1. to the Canadian River soil and water conservation district in Quay county for a watershed restoration and management project;
2. to the Claunch-Pinto soil and water conservation district for a watershed restoration and management project in Bernalillo, Rio Arriba, Santa Fe and Valencia counties;
3. to the Claunch-Pinto soil and water conservation district for a watershed restoration and management project in Bernalillo, Santa Fe and Torrance counties;
4. to the East Torrance soil and water conservation district in Torrance county for a watershed restoration and management project;
5. to the Guadalupe soil and water conservation district in Guadalupe county for a watershed restoration and management project;
6. to the Merced del Pueblo de Cebolleta in Cibola county for a watershed restoration and management project;
7. to the Northeastern soil and water conservation district in Union county for a watershed restoration and management project;
8. to the Pueblo of San Felipe in Sandoval county for a watershed restoration and management project;
9. to the Pueblo of Santa Clara in Rio Arriba county for a watershed restoration and management project;
10. to the Quemado soil and water conservation district in Catron county for a watershed restoration and management project;
11. to the Ute Creek soil and water conservation district in Harding county for a watershed restoration and management project;
12. to McKinley county for a flood prevention project;
13. to Socorro county for a flood prevention project;
14. to the city of Anthony in Dona Ana county for a flood prevention project;
15. to the city of Grants in Cibola county for a flood prevention project;
16. to the city of Santa Rosa in Guadalupe county for a flood prevention project;
17. to the city of Socorro in Socorro county for a flood prevention project;

27. to the city of Clovis in Curry county for a water conservation, treatment, recycling or reuse project;

29. to the city of Hobbs in Lea county for a water conservation, treatment, recycling or reuse project;
30. to the city of Las Vegas in San Miguel county for a water conservation, treatment, recycling or reuse project;

116. to the village of Ruidoso in Lincoln county for an additional water storage, conveyance and delivery project;
117. to the village of Tijeras in Bernalillo county for a water storage, conveyance and delivery project;
118. to the village of Tularosa in Otero county for a water storage, conveyance and delivery project;
119. to the interstate stream commission in Bernalillo, Sandoval, Socorro and Valencia counties for an Endangered Species Act collaborative program project; and
120. to the interstate stream commission in San Juan county for an Endangered Species Act collaborative program project.
SECTION 2. AUTHORIZATION OF QUALIFYING ACEQUIA WATER PROJECTS.--Pursuant to the provisions of Section 72-4A-9.1
NMSA 1978, the legislature authorizes the New Mexico finance authority to make grants from the acequia project fund to the following qualified entities for the following qualifying acequia water projects on terms and conditions established by the water trust board and the New Mexico finance authority:
1. to Las Vegas acequia madre in San Miguel county for an acequia project;
2. to the acequia del Medio in Rio Arriba county for an acequia project;
3. to the Rio Arriba chili ditch association in Rio Arriba county for an acequia project;
4. to the Santa Fe acequia Barranco Blanco in Santa Fe county for an acequia project; and
5. to the Ensenada acequia in Rio Arriba county for an acequia project.
SECTION 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
