    Your EDUCATION COMMITTEE, to whom has been referred

SENATE BILL 57

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, lines 13 and 14, strike "EXCLUDING OTHER SCHOOL PERSONNEL ACT PROVISIONS" and insert in lieu thereof "PERFORMANCE EVALUATIONS".

    2. On page 2, lines 9 and 10, strike Subsection C in its entirety.

    3. Reletter the succeeding subsections accordingly.

    4. On page 2, line 11, strike "and".

    5. On page 2, line 14, strike the period and quotation mark and insert in lieu thereof "; and".

    6. On page 2, between lines 14 and 15, insert a new subsection as follows:

         "E. "superintendent" means a local superintendent or a school leader of a state-chartered charter school."".

    7. On page 2, line 17, strike "LOCAL SCHOOL BOARD--".

    8. On page 2, line 19, strike "local school board" and insert in lieu thereof "superintendent".

    9. On page 2, line 21, after "instructor", insert "upon a school-demonstrated need".

    10. On page 2, line 24, strike "local school board" and insert in lieu thereof "superintendent".

    11. On page 3, line 1, strike "twenty hours per week" and insert in lieu thereof "one-half of a full-time licensed teacher's course load, as determined by the school district".

    12. On page 3, line 17, strike "local school board" and insert in lieu thereof "superintendent".

    13. On page 3, line 20, strike "local school board" and insert in lieu thereof "superintendent".

    14. On page 4, lines 9 through 11, strike Subsection D in its entirety and insert in lieu thereof:

         "D. participates in a department-approved pedagogy program that:

             (1) is developed by one of or a collaboration between more than one of the following:

                  (a) a school district;

                  (b) a regional education cooperative; or

                  (c) a department-approved teacher preparation program;

             (2) covers content delivery and classroom management; and

             (3) provides mentoring or coaching; and".

    15. On page 4, between lines 13 and 14, insert the following new section:

    "SECTION 5. A new section of the Public School Code is enacted to read:

    "[NEW MATERIAL] ADJUNCT INSTRUCTORS--PERFORMANCE EVALUATIONS.--

         A. An adjunct instructor is subject during each contract year to the highly objective uniform statewide standard of evaluation pursuant to the School Personnel Act.

         B. The certification of an adjunct instructor who is rated as "ineffective" pursuant to Subsection A of this section shall be revoked by the department."".

    16. Renumber the succeeding section accordingly.

    17. On page 4, line 17, strike "--SCHOOL PERSONNEL ACT OTHERWISE INAPPLICABLE".

    18. On page 4, strike lines 18 through 20 in their entirety and strike line 21 through the period.

    19. On page 5, between lines 3 and 4, insert the following new section:

    "SECTION 7. DELAYED REPEAL.--Sections 1 through 6 of this act are repealed effective June 1, 2017.".,

and thence referred to the JUDICIARY COMMITTEE.
