Your EDUCATION COMMITTEE, to whom has been referred
HOUSE BILL 19
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 24, after "services", strike the comma and insert in lieu thereof "implemented to improve the academic success of at-risk students. The report shall identify the ways in which the school district and individual schools use funding generated through the at-risk index and the intended outcomes. For purposes of this section, "at-risk student" means a student who meets the criteria to be included in the calculation of the three-year average total rate in Subsection B of this section.".
2. On page 2, strike lines 1 through 3 in their entirety and on line 4, strike "the specified services.".
3. On page 2, line 12, strike "0.115" and insert in lieu thereof "0.106".
4. On page 3, strike Section 2 in its entirety and insert in lieu thereof the following new sections:
"SECTION 2. APPROPRIATION.--Twelve million dollars ($12,000,000) is appropriated from the general fund to the state equalization guarantee distribution for expenditure in fiscal year 2015 to provide specific services to improve educational outcomes of at-risk students. Any unexpended or unencumbered balance remaining at the end of fiscal year 2015 shall revert to the general fund.
SECTION 3. EFFECTIVE DATE.--The effective date of the provisions of Section 1 of this act is July 1, 2015.".,
and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
