SENATE BILL 69
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 1, line 25, after the period, insert "Telemedicine services shall be reimbursed at the same rate as a physical face-to-face encounter for that covered service.".
2. On page 2, lines 5 and 6, strike "interactive audio, video or other telecommunications technology" and insert in lieu thereof "telemedicine".
3. On page 2, between lines 16 and 17, insert the following new subsections:
"F. Telemedicine used to provide clinical services shall be encrypted and shall conform to state and federal privacy laws.
G. The provisions of this section shall not apply to group health coverage intended to supplement major medical group-type coverage, such as medicare supplement, long-term care, disability income, specified disease, accident-only, hospital indemnity or any other limited-benefit health insurance policy.".
4. Reletter the succeeding subsection accordingly.
5. On page 3, line 13, before "audio", insert "simultaneous".
6. On page 4, line 2, after the period, insert "Telemedicine services shall be reimbursed at the same rate as a physical face-to-face encounter for that covered service.".
7. On page 4, lines 7 and 8, strike "interactive audio, video or other telecommunications technology" and insert in lieu thereof "telemedicine".
8. On page 4, between lines 18 and 19, insert the following new subsections:

G. The provisions of this section shall not apply to an individual policy, plan or contract intended to supplement major medical group-type coverage, such as medicare supplement, long-term care, disability income, specified disease, accident-only, hospital indemnity or any other limited-benefit health insurance policy.".

10. On page 5, line 15, before "audio", insert "simultaneous".
11. On page 6, line 3, after the period, insert "Telemedicine services shall be reimbursed at the same rate as a physical face-to-face encounter for that covered service.".
12. On page 6, lines 8 and 9, strike "interactive audio, video or other telecommunications technology" and insert in lieu thereof "telemedicine".
13. On page 6, between lines 19 and 20, insert the following new subsections:

The provisions of this section shall not apply to a group or blanket policy, plan or contract intended to supplement major medical group-type coverage, such as medicare supplement, long-term care, disability income, specified disease, accident-only, hospital indemnity or any other limited-benefit health insurance policy.".
14. Reletter the succeeding subsection accordingly.
15. On page 7, line 16, before "audio", insert "simultaneous".
16. On page 8, line 4, after the period, insert "Telemedicine services shall be reimbursed at the same rate as a physical face-to-face encounter for that covered service.".
17. On page 8, lines 10 and 11, strike "interactive audio, video or other telecommunications technology" and insert in lieu thereof "telemedicine".
18. On page 8, between lines 20 and 21, insert the following new subsections:
"F. Telemedicine used to provide clinical services shall be encrypted and shall conform to state and federal privacy laws.
G. The provisions of this section shall not apply to an individual or group health maintenance organization contract intended to supplement major medical group-type coverage, such as medicare supplement, long-term care, disability income, specified disease, accident-only, hospital indemnity or any other limited-benefit health insurance policy.".
19. Reletter the succeeding subsection accordingly.
20. On page 9, line 13, before "audio", insert "simultaneous".
21. On page 10, line 2, after the period, insert "Telemedicine services shall be reimbursed at the same rate as a physical face-to-face encounter for that covered service.".
22. On page 10, lines 7 and 8, strike "interactive audio, video or other telecommunications technology" and insert in lieu thereof "telemedicine".
23. On page 10, between lines 18 and 19, insert the following new subsections:
"F. Telemedicine used to provide clinical services shall be encrypted and shall conform to state and federal privacy laws.
G. The provisions of this section shall not apply to an individual or group health care plan intended to supplement major medical group-type coverage, such as medicare supplement, long-term care, disability income, specified disease, accident-only, hospital indemnity or any other limited-benefit health insurance policy.".
24. Reletter the succeeding subsection accordingly.
25. On page 11, line 15, before "audio", insert "simultaneous"., and thence referred to the JUDICIARY COMMITTEE.
