    1. Strike Senate Public Affairs Committee Amendment 1.

    2. On page 1, line 20, after "of", insert "knowingly and voluntarily".

    3. On page 2, line 2, after "of", insert "knowingly and voluntarily".

    4. On page 2, line 25, before the period, insert "brought onto the grounds of the institution for the purpose of transfer to or use by a prisoner".
