AN ACT

MAKING AN APPROPRIATION TO THE PUBLIC EDUCATION DEPARTMENT FOR PROFESSIONAL DEVELOPMENT AND RELATED SERVICES, INCLUDING TECHNICAL ASSISTANCE, DUAL LANGUAGE EDUCATION PROGRAM DEVELOPMENT, TRAINING AND SUPPORT FOR PUBLIC SCHOOL DUAL LANGUAGE TEACHERS AND PROGRAMS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--

          A. Five hundred thousand dollars ($500,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2014 for professional development and related services, including technical assistance, dual language education program development, training and support in accordance with Subsection B of this section. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.

          B. Proposals for professional development, technical assistance, dual language education program development, training and support services shall be submitted pursuant to the Procurement Code to the public education department and shall include, at a minimum:

                (1) a description of the proposed provision of:

                     (a) comprehensive technical assistance for the development of all aspects of dual language education programs, including program design, implementation procedures aligned with national standards, state standards for each grade level and subject area pursuant to Section 22-13-1.6 NMSA 1978 and best practices, professional and leadership development plans, communication plans and curriculum alignment plans; and

                     (b) instructional protocol training and support for at least three hundred teachers or instructional staff in programs for students in English language learner and bilingual education programs and Title III of the federal English Language Acquisition, Language Enhancement, and Academic Achievement Act programs; and

                (2) a description of the qualifications of the service provider's employees delivering:

                     (a) program design and leadership development assistance services, which shall include: 1) a level three administrator's license pursuant to the School Personnel Act; 2) a minimum of six years' experience overseeing the implementation of dual language education programs in the state; and 3) experience using best practices for monitoring dual language education program implementation and improvement; and

                     (b) instructional protocol training and support services, which shall include: 1) a minimum of a level two or level three teacher's license pursuant to the School Personnel Act; 2) a minimum of six years' experience overseeing a professional development plan for a dual language education program; 3) experience training other teachers; 4) certifications for providing appropriate dual language education teacher protocol training; and 5) experience using best practices for monitoring dual language education program implementation and improvement.
