     1. On page 1, line 12, strike "NEEDS" and after "ASSESSMENTS", insert "AND PLANNING".

     2. On page 1, line 19, strike "needs" and after "assessments", insert "and planning".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
