    Your EDUCATION COMMITTEE, to whom has been referred

 

HOUSE BILL 3

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 2, line 12, under the General Fund and Other State Funds columns, strike the dollar amount and insert in lieu thereof:

 

                "2,398,357.4"        "6,100.0".

 

     2. On page 2, line 22, strike the line up to "to" and insert in lieu thereof "eighteen million six hundred fifty-seven thousand one hundred dollars ($18,657,100)".

 

     3. On page 3, strike all of lines 20 through 25 and on page 4, strike line 1.

 

     4. On page 4, line 21, under the General Fund column, strike the dollar amount and insert in lieu thereof "100,342.5".

 

     5. On page 4, strike lines 22 through 25.

 

     6. On page 5, line 1, after "includes", strike the remainder of the line, strike line 2 up to "to" and insert in lieu thereof "four hundred sixty-six thousand four hundred dollars ($466,400)".

 

     7. On page 7, strike all of line 9 and insert in lieu thereof under the Item and General Fund columns:

 

          "(d) K-3 Plus  16,450.0".

 

     8. On page 7, strike all of lines 20 through 25.

 

     9. On page 8, strike all of lines 8 through 21.

 

     10. On page 9, strike all of lines 3 through 6.

 

     11. On page 9, between lines 6 and 7, insert:

 

     "Notwithstanding the provisions of Section 22-13-28 NMSA 1978, for the 2013 K-3 plus program, elementary schools that receive a D or F school grade for the 2012-2013 school year pursuant to the A-B-C-D-F Schools Rating Act shall be eligible to apply for K-3 plus funds. The public education department shall ensure applicant schools that meet the high poverty standard defined in Section 22-13-28 NMSA 1978 are prioritized and remaining funds are made available to applicant schools that do not meet the high-poverty standard but receive a D or F school grade for the 2012-2013 school year.".

 

     12. On page 10, between lines 5 and 6, insert under the Item and General Fund columns:

 

"PUBLIC EDUCATION DEPARTMENT          2,000.0

 

For transition to the common core content standards. Prior to expenditure of funds, the public education department shall submit to the legislative finance committee and the legislative education study committee a report on planned expenditure of funds and by January 1, 2014 a report on progress made as a result of the appropriation.

PUBLIC EDUCATION DEPARTMENT           4,000.0

For emergency supplemental support in fiscal year 2014 to small, rural and isolated school districts with a total membership of fewer than two hundred in their elementary, middle and high schools experiencing shortfalls.

PUBLIC EDUCATION DEPARTMENT           2,500.0 

For emergency support to school districts experiencing shortfalls. All requirements for distribution of funds shall be in accordance with Section 22-8-30 NMSA 1978.

PUBLIC EDUCATION DEPARTMENT         565.0

For installing and operating security and global positioning system (GPS) devices in public school buses statewide.

PUBLIC EDUCATION DEPARTMENT           30,000.0 

To meet maintenance of effort for special education in fiscal year 2013. The distribution of funds by the secretary of public education shall be based on special education units generated pursuant to Section 22-8-21 NMSA 1978 and further adjusted by the training and experience index pursuant to Section 22-8-24 NMSA 1978.

PUBLIC EDUCATION DEPARTMENT           5,200.0

For partnership for assessment of readiness for college and career (PARCC) infrastructure. Prior to expenditure of funds, the public education department shall submit to the legislative finance committee and the legislative education study committee a report on planned expenditure of funds and by January 1, 2014 a report on progress made as a result of the appropriation.

For transition to teacher effectiveness. Prior to expenditure of funds, the public education department shall submit to the legislative finance committee and the legislative education study committee a report on planned expenditure of funds and by January 1, 2014 a report on progress made as a result of the appropriation.".

  13. Revise all totals and subtotals to correspond with these amendments.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
