has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 20, strike “ensure” and insert in lieu thereof “make reasonable effort”.

    2. On page 1, lines 21 and 22, strike “realize this right by establishing a” and insert in lieu thereof “an affordable and”.
