A MEMORIAL
PROCLAIMING FEBRUARY 7, 2012 "SOIL AND WATER CONSERVATION DISTRICT DAY" AT THE SENATE.
WHEREAS, land, water and other resources are the basic physical assets of New Mexico, and their conservation and development are necessary to protect and promote the health and general welfare of the people of the state; and
WHEREAS, New Mexico is experiencing severe drought that is affecting water supplies; and
WHEREAS, New Mexico's watersheds are overgrown with small-diameter timber that is affecting water yield; and
WHEREAS, endangered species and interstate compact issues are complicating the state's water shortage issues; and
WHEREAS, the state's forty-seven soil and water conservation districts have applied measures to conserve and develop the natural resources of the state for over fifty years by putting "conservation on the ground"; and
WHEREAS, soil and water conservation districts are organized and perpetuated by the provisions of the Soil and Water Conservation District Act and are governmental subdivisions of the state;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that February 7, 2012 be proclaimed "Soil and Water Conservation District Day" at the senate.
