A MEMORIAL

REQUESTING THE UNITED STATES PATENT AND TRADEMARK OFFICE TO LOCATE A REGIONAL PATENT AND TRADEMARK OFFICE IN THE ALBUQUERQUE AREA.

     WHEREAS, the United States patent and trademark office is considering locations for a regional satellite patent and trademark office; and

     WHEREAS, the new regional office would bring about one hundred high-wage jobs and provide a critical resource for the large number of entrepreneurs and innovators in the area; and

     WHEREAS, the Albuquerque area is home to a highly educated work force, a low cost of living and numerous and varied amenities that make the area ideally suited to a regional patent and trademark office; and

     WHEREAS, the Albuquerque area is also home to a large number of patent attorneys and employees with science and engineering doctorates, and locating a regional patent and trademark office in the area would allow the United States patent and trademark office to help meet its mission of serving that community; and

     WHEREAS, the combination of Sandia national laboratories, Los Alamos national laboratory, the Air Force research laboratory, New Mexico institute of mining and technology, New Mexico state university and the university of New Mexico generates a vibrant, unique research and development culture in the area that would provide the United States patent and trademark office with a wealth of technically knowledgeable personnel from which to recruit patent examiners; and

     WHEREAS, given New Mexico's relatively small population and high unemployment rate, locating a regional patent and trademark office in central New Mexico would have a larger economic impact than locating one in another state;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the United States patent and trademark office be strongly encouraged to locate its next regional office in the Albuquerque area; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to Mr. David Kappos, the under secretary for intellectual property, United States patent and trademark office, department of commerce; and the New Mexico congressional delegation.
