FOR THE LEGISLATIVE EDUCATION STUDY COMMITTEE
A MEMORIAL
REQUESTING A WORK GROUP TO REVIEW PUBLIC SCHOOL REPORTING REQUIREMENTS.
WHEREAS, public schools are subject to many reporting requirements pursuant to state and federal law and regulation; and
WHEREAS, public schools may be subject to additional ad hoc reporting requirements; and
WHEREAS, statutory and regulatory reporting requirements of public schools have increased over time; and
WHEREAS, while it is recognized that reporting requirements are necessary to ensure accountability, some requirements may be redundant; and
WHEREAS, the current economic downturn has necessitated budget restrictions resulting in a reduction of administrative positions and consolidation of administrative duties in public schools statewide; and
WHEREAS, reductions in work force at the public education department have decreased the amount of technical assistance and guidance available to public schools; and
WHEREAS, there has been no systematic review of current reporting requirements; and
WHEREAS, efficiency is essential to a successful public education system;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the public education department, in collaboration with appropriate representatives from the New Mexico school boards association, the New Mexico coalition of school administrators, the New Mexico coalition for charter schools and other pertinent stakeholders, be requested to convene a work group to review current reporting requirements to determine which can be repealed or amended without impacting student safety and school academic, cocurricular and extracurricular programs; and
BE IT FURTHER RESOLVED that the work group report its findings and recommendations to the legislative education study committee, the legislative finance committee and the governor no later than November 1, 2012; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of public education, the director of the legislative education study committee and the director of the legislative finance committee.
