A MEMORIAL

REQUESTING STATE AGENCIES WITH OFFICES IN THE ALBUQUERQUE METROPOLITAN AREA TO COLLABORATE WITH THE PROPERTY CONTROL DIVISION OF THE GENERAL SERVICES DEPARTMENT AND THE CAPITOL BUILDINGS PLANNING COMMISSION TO ACHIEVE COST-EFFECTIVE CONSOLIDATION OF AGENCY OFFICES INTO STATE-OWNED FACILITIES IN ALBUQUERQUE.

 

     WHEREAS, the state of New Mexico owns and leases facilities throughout New Mexico; and

     WHEREAS, in the Albuquerque area, the state expends approximately twelve million six hundred thousand dollars ($12,600,000) annually to lease nine hundred sixty thousand gross square feet of office space, and the majority of the functions performed and services provided from the leased spaces could be performed and provided from a consolidated, central location; and

     WHEREAS, it is expected that the area will continue to grow in population and will continue to need access to state services; and

     WHEREAS, the capitol buildings planning commission has developed an Albuquerque metropolitan area master plan, which proposes a super block complex to consolidate several Albuquerque-area state agencies on state-owned property to reduce long-term lease expenditures, to promote economies of scale and asset-sharing among agencies, to promote sustainable environments with high-performance energy efficiencies and to reduce operational expenses; and

     WHEREAS, co-location and consolidation of state agencies into facilities on a single site or on adjacent sites would achieve functional, operational and logistical efficiencies; and

     WHEREAS, it is essential to plan for future growth and change with flexibility to meet changing needs; 

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that state agencies with offices in the Albuquerque metropolitan area be requested to collaborate with the property control division of the general services department and the capitol buildings planning commission to achieve cost-effective consolidation of agency offices into state-owned facilities in Albuquerque; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to all state agencies with offices in the Albuquerque metropolitan area, the property control division of the general services department and the capitol buildings planning commission.
