Mr. President:

    Your CONSERVATION COMMITTEE, to whom has been referred

SENATE BILL 196

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 14, line 25, strike "28.00" and insert in lieu

thereof "15.00".

    2. On page 15, line 1, strike "20.00" and insert in lieu

thereof "15.00".

    3. On page 17, line 5, after "2012", strike the comma and

insert in lieu thereof a colon and:

             "(1) ten percent of the licenses shall be issued as

follows:

                  (a) no more than eight percent of the licenses to

be drawn by nonresidents and residents who will be guided by a New

Mexico outfitter or guide; and

                  (b) no more than two percent of the licenses to

be drawn by nonresidents who are not required to be guided by a New

Mexico outfitter or guide; and

             (2)".

    4. On page 17, line 14, remove the brackets and line through

"or residents".

    5. On page 17, line 15, remove the brackets and line through

"percentages" and on line 16, strike the underscored language.,

and thence referred to the FINANCE COMMITTEE.
